COMMUNITY PRESERVATION COMMITTEE


Meeting:        August 16, 2007

Attendance:     Members Peter McDonald, Henry Curtis, Glenn Collins, Cheryl Gayle, Elizabeth Simmons, and David J. Skiba; Selectmen’s Liaison Carol F. Martin

The minutes of the July 19, 2007, meeting were accepted as read with Peter abstaining.

The Eastham Historical Society application for additional funds in the amount of $36,800.00 for improvements to the old part of the Schoolhouse Museum including the roof and windows was discussed.  Glenn and Hank indicated a desire to see matter go forward for the fall Special Town Meeting acknowledging that the Selectmen may wish to keep the Meeting closed for the issue of the Town water supply system.  After discussion among all members including participation by Selectman Martin, the Committee agreed to call a meeting for August 21, 2007, at 5:30 p.m. to interview the applicant, to have verified the warrant deadline, and to consider the matter for recommendation to the fall Town Meeting.  Peter having recused himself from the discussion, all other members voted in favor.  Hank will post the August 21st meeting and will attend the Selectmen’s Meeting on August 20th.

Hank raised the issue of the Housing Task Force member, and Carol indicated that the Task Force may continue but with a possible new charge.  It was noted that the Housing Task Force has not met or acted for more than a year.  Hank will follow up with the Town Administrator on this matter as well as on the matter of the expenditures from CPA funds for FY06 through FY07.  At the next meeting Kathryn Sette will be asked to update the Committee on the sign issue.

Glenn noted that the bid for the bridge project in Wiley Park came in below the Town Meeting vote amount and that work may commence after September 15, 2007.

The members agreed that November 30, 2007, will be the deadline for CPA applications for 2008 Town Meeting funding; that the newspapers should be notified; and that Jack Slavin should post said information on the Town website.  

Peter McDonald shall look into the matter of renovations for the Salt Pond shed and possible CPC action.  Cheryl and Glenn brought up the point of a public hearing for public needs possibilities, and David shall check to see whether such meeting is required on an annual basis.  Hank shall check on the threshold for union wages relative to municipal or CPA projects.
